Tallian files bill to establish medical marijuana program

January 5, 2014 — State Senator Karen Tallian (D-Portage) filed a proposal today that would allow marijuana use by individuals with certain health conditions by establishing the state’s first medical marijuana program.

“This bill is only a very small, very careful first step: we would allow a card program and authorize the new agency to set it up. After that, a new board and study committee can make recommendations for how to do sales, regulations, quality control, and some of the other issues that need to be sorted out to ensure Hoosiers receive the compassionate care allowed in 23 other states.”

Senate Bill (SB) 284 would create the Department of Marijuana Enforcement (D.O.M.E.) that would oversee the program, as well as create an advisory committee to study the effectiveness of the program. Sen. Tallian noted that cannabis is an effective treatment for patients suffering from glaucoma, cancer and chemotherapy, multiple sclerosis, epilepsy and other debilitating illnesses.

Sen. Tallian also noted that the proposal would allow our state research institutions and pharmacology businesses to conduct research on the efficacy of cannabis for medical purposes.

“There is much more research to be done on the use of cannabis to treat serious health conditions,” said Sen. Tallian. “That research is simply not being done here in Indiana because the state does not allow it.”

“In order for this proposal to move forward, we must first obtain a committee hearing,” said Sen. Tallian. “Many people have contacted me on this issue, so it is my hope the committee chairman will recognize the people’s support for compassionate and common sense marijuana reform.”
