November 13, 2013 (AP) – The NFL is once again posting stellar TV ratings but is having trouble filling seats in some markets.

Jacksonville, St. Louis, Oakland and Arizona have all seen attendance dips this season. They’ve been joined by teams such as the Steelers and Jets.

Pittsburgh (3-6) is off to its worst start since 2006 and drew just over 60,000 fans to Heinz Field for last week’s 23-10 win over Buffalo. That’s about 5,000 short of capacity and one of the smallest non-December home crowds for the franchise in the last decade.

The Steelers are playing to 94 percent capacity at home and could challenge the low point of 2004, when only 91 percent of the seats were filled during a season Pittsburgh posted an NFL-best 15-1 record.
