March 14, 2014 –A retired U-S Army officer and Lake County Sheriff’s candidate who was in charge of the Gary Community Schools’ JROTC program is suing the district for more than $146-thousand in back pay that he says was withheld….plus $14-thousand in attorney fees.

Richard Ligon’s lawsuit contends the U.S. Army Cadet Command, which determines instructor pay, agreed to cost-share his salary from January 2008 until Jan. 13th, 2012.  The Army paid its share to the school district, which he says failed to pay him.

Ligon’s civil case is scheduled for trial next month in Lake Superior Court’s East Chicago courtroom.  Gary School attorneys are asking a judge to delay the trial to give them more time to interview witnesses.  But they claim in a response statement to the lawsuit that the statute of limitation’s already passed and that the school district is immune to claims under the Indiana Tort Claims Act.
